We are proud of the breadth and range of experience across our team.


Most of our experts are registered occupational therapists with extensive community experience in case management and/or care management, housing adaptation and aids and equipment assessment. We also have experts with a nursing background and a social work background who have experience of managing complex care packages in the community.


All team members undertake regular training and development activities. Team members are peer mentored and their reports go through a rigorous quality control process prior to issue.

Managing Director, Occupational Therapist and Care Consultant

Anne Cossar is a highly experienced occupational therapist and care consultant with over three decades of clinical, managerial, and medico-legal experience. She has worked extensively with individuals affected by serious or catastrophic injury, including complex paediatric and adult cases involving cerebral palsy, spinal cord injury, traumatic brain injury, and multiple disabilities.


Anne has been preparing expert medico-legal reports since 1997 and is regularly instructed in high-value and complex cases across Scotland, England, and Northern Ireland. Her reports cover care needs, occupational therapy, loss of services, and moving and handling, and she also oversees the production of clinically led ‘Day in the Life’ films for litigation purposes.


As Managing Director of Anne Cossar & Associates Ltd, Anne leads a multidisciplinary team and is actively involved in clinical supervision, quality assurance, and the strategic development of services. She is also Co-Director of Vocational Assessment and Rehabilitation Services Scotland, reflecting her continued commitment to holistic, client-centred rehabilitation.


Anne is registered with the Health and Care Professions Council and is a member of the British Association of Occupational Therapists and the British Association of Brain Injury and Complex Case Managers.


Laura Bullock PgDip OT, MA ASS

Senior Occupational Therapist, Case Manager, Care Expert

Based in Edinburgh

We are pleased to welcome back Laura Bullock to Anne Cossar & Associates, where she returns to her role as Senior Occupational Therapist, Case Manager and Care Expert.


Laura brings over two decades of clinical and medico-legal experience to our team. Since qualifying as an Occupational Therapist in 2003, she has worked extensively across statutory services and the independent sector, supporting individuals with complex neurological, orthopaedic and age-related conditions.


She is highly skilled in the assessment of care needs, case management, rehabilitation planning, and the provision of specialist equipment and housing adaptations. Laura is also an accredited facilitator in moving and handling, including single-handed care assessments, and has a robust understanding of the needs of those affected by life-changing injuries.


With a strong track record of preparing high-quality medico-legal reports for individuals with catastrophic injuries, amputations, spinal injuries and neurological conditions, Laura’s approach is both clinically grounded and evidence-led.


Her return to ACA further strengthens our capacity to deliver clear, compassionate and reliable expert opinion. Based in Edinburgh, Laura continues to provide clinical input while working collaboratively with legal professionals and care teams to ensure appropriate and sustainable care solutions are in place.




Kym Taylor   RNMH, RMN

Care Consultant, Case Manager and Manual Handling Expert Witness

Kym Taylor is a highly experienced healthcare professional, dual-qualified in Learning Disabilities and Mental Health Nursing, with over 30 years of clinical practice across hospital, community, and third sector settings. She is recognised for her expertise in care consultancy, complex case management, and manual handling, with a particular focus on paediatric clients and individuals with profound and multiple needs.


Kym is regularly instructed as an expert witness in personal injury and clinical negligence cases, preparing a wide range of reports including care needs, loss of services, and manual handling. Her work spans both claimant and defender instruction, and she is known for her measured, clinically informed, and objective approach.


She has extensive experience working with children and adults with complex health conditions, including acquired brain injury, spinal cord injury, neurological disorders, learning disabilities, orthopaedic trauma, and mental health conditions. Her case management work involves coordinating bespoke care packages, equipment provision, environmental adaptations, and transitional planning, particularly in the context of education and progression to adult services.


A nationally respected manual handling specialist, Kym has held senior roles across NHS Lothian and local government, developing inclusive services and advising on accessibility and ergonomic design. She continues to deliver training in moving and handling and remains active in clinical consultation and education.


Kym is registered with the Nursing and Midwifery Council and is a member of the Royal College of Nursing, National Back Exchange, and the British Association of Brain Injury and Complex Case Management.

Marian Barry Anne Cossar

Occupational Therapist, Case Manager and Expert Witness

Marian Barry is a highly experienced occupational therapist with over 25 years of professional practice in community-based care, disability assessment, and case management. She has particular expertise in working with adults with complex care needs, including neurological, spinal, orthopaedic, and acquired injuries, and has an extensive background in equipment provision, major housing adaptations, manual handling, and care coordination.


Since joining Anne Cossar & Associates Ltd in 2021, Marian has developed a respected medico-legal practice, preparing robust and clinically reasoned reports for both pursuer and defender across a range of personal injury and clinical negligence cases. Her reports cover care needs, manual handling, and functional support planning for individuals with spinal cord injuries, cauda equina, brain injury, amputations, and pressure injuries, among others.


Alongside her expert witness work, Marian maintains an active case management caseload. She supports clients through complex rehabilitation pathways, delivering person-centred services that may include the coordination of care packages, equipment and adaptation provision, housing support, and liaison with educational or vocational services.


Marian also has longstanding experience in manual handling training and risk assessment, acting as a specialist trainer with Training for Care since 2016. Her work is informed by her previous senior management role within the Edinburgh Health and Social Care Partnership, where she led multidisciplinary teams, managed complex caseloads, and advised on high-tariff funding and service delivery.


She is a registered member of the Health and Care Professions Council and is affiliated with the Royal College of Occupational Therapists, the British Association of Brain Injury and Complex Case Management (BABICM), and the National Back Exchange.


Jill Trevena BSc (Hons) OT

Occupational Therapist, Case Manager and Care Consultant

Based in Carluke, Scotland

Jill Trevena is a highly experienced occupational therapist and care consultant with over two decades of clinical practice, specialising in the assessment and management of clients with complex physical, cognitive, and mental health needs. Since qualifying in 1999, Jill has developed a broad and adaptable skill set through her work across paediatric, adult, and forensic services in both statutory and independent sectors.


Jill has worked as an expert witness since 2016, regularly preparing medico-legal reports for both pursuer and defender in high-value personal injury and clinical negligence cases. She has particular expertise in assessing the long-term needs of clients with traumatic brain injury, spinal cord injuries, cauda equina syndrome, complex orthopaedic trauma, amputations, visual impairment, and neurodevelopmental conditions including ASD and ADHD.


Her experience also includes managing care provision, equipment recommendations, and housing adaptations, as well as coordinating multidisciplinary input for clients with enduring and complex needs. Jill draws on her prior work in specialist neurorehabilitation settings, including the Murdostoun Brain Injury Rehabilitation and Neurological Care Centre, where she supported clients with acquired brain injury, challenging behaviours, and complex neurological conditions.


Alongside her work with Anne Cossar & Associates Ltd, Jill also runs a private practice, Practical Mindset Ltd, offering therapeutic support focused on mental health, wellbeing, and purposeful activity. Her clinical work is underpinned by a strong commitment to person-centred care, inclusion, and functional rehabilitation.

Jill Wallis   DipOT

Occupational Therapist, Case Manager and  Care Consultant

Based in Edinburgh

Jill Wallis is a highly experienced occupational therapist and care consultant with nearly four decades of clinical practice across acute, community, and social care settings. Since qualifying in 1985, she has worked extensively with adults affected by complex physical, neurological, and mental health conditions, providing expert assessment, rehabilitation planning, and care coordination.


Jill’s professional background includes long-term roles within both the NHS and local authority services, where she developed substantial expertise in the provision of specialist equipment, environmental adaptations, and the management of complex care packages in community settings. She is particularly experienced in functional assessment, cognitive evaluation, and supporting clients with neurological illness, stroke, dementia, and brain injury.


Since joining Anne Cossar & Associates Ltd in 2021, Jill has focused on the preparation of high-quality medico-legal reports relating to the needs of adults following injury or illness. Her reports draw on her deep clinical knowledge and are informed by decades of practical experience supporting clients to achieve greater independence and improved quality of life.


In addition to her occupational therapy practice, Jill is an accredited people handling facilitator with longstanding experience in client handling risk assessments, training, and service development. Her professional interests include cognitive rehabilitation, dementia support, and carer wellbeing.


Jill is registered with the Health and Care Professions Council and remains committed to evidence-based, person-centred practice in all areas of her work.


Lyndsey Mweene  BSc (Hons) Occupational Therapy

Occupational Therapist and Care Consultant

Based in Scotland

Lyndsey Mweene is an experienced occupational therapist and care consultant with over 20 years of clinical practice in health and social care. Since qualifying in 2003, she has worked extensively in community-based roles supporting adults with a wide range of physical, neurological, and psychological conditions. Her expertise spans rapid response and intermediate care services, as well as long-term care management and service development.


Lyndsey has a strong background in assessing and supporting individuals with traumatic brain injury, spinal cord injury, amputation, and complex neurological disorders. She is adept in the provision of major and minor housing adaptations, specialist equipment, and complex care packages. Her clinical work is characterised by a client-centred, functional approach that prioritises independence, safety, and quality of life.


Since 2019, Lyndsey has prepared care needs reports in complex personal injury cases, drawing on her substantial frontline experience and sound clinical reasoning. Her work as an expert witness is complemented by her continued NHS involvement, where she holds a senior management position within a community occupational therapy team. In this role, she oversees staff supervision, clinical prioritisation, service development, and the assessment of clients with high-level needs.


Lyndsey is also an accredited people handling facilitator with a consistent focus on safe practice, staff training, and effective manual handling in both community and inpatient settings. Her practice is informed by a wide range of specialist training in stroke care, dementia, cancer support, and functional rehabilitation.


She is a registered member of the Health and Care Professions Council and brings a calm, structured, and evidence-based approach to all aspects of her work.


Barnes Young  BSc (Hons) OT

Occupational Therapist, Manual Handling and Care Consultant

Barnes Young is a highly experienced occupational therapist and care consultant with a broad clinical background spanning more than three decades across health and social care. Since qualifying with a first-class honours degree in Occupational Therapy in 2010, he has worked extensively in community-based roles, delivering assessment and intervention for adults with complex physical, neurological, cognitive, and mental health needs.


Barnes has particular expertise in manual handling and postural care and is regularly instructed to provide expert opinion in personal injury and clinical negligence cases. His medico-legal practice includes the preparation of detailed reports on care needs, manual handling, equipment, and environmental adaptations.


In addition to his role with Anne Cossar & Associates Ltd, Barnes continues to practise clinically within the Edinburgh Health and Social Care Partnership, where he assesses and case manages individuals with high-level care needs. His work involves developing bespoke care packages, advising on major adaptations, and supporting the provision of complex equipment.


Barnes is also an established manual handling assessor and trainer, delivering accredited training to professionals across care and health sectors. His expertise is informed by a longstanding commitment to professional development in person-centred handling, safe systems of work, and functional rehabilitation.

Elspeth Freeden is an experienced occupational therapist, case manager and risk assessor with a background in both psychology and occupational therapy. She specialises in the assessment and support of adults who have sustained life-altering injuries or developed complex physical, neurological, or mental health conditions. Her approach is rooted in clinical expertise and a deep commitment to helping individuals regain independence and re-engage with meaningful activity.


Elspeth has extensive experience working in community settings, coordinating care packages, overseeing major adaptations, recommending specialist equipment, and facilitating multidisciplinary input. She has a particular interest in the psychological impact of illness or injury and is skilled in supporting individuals to return to structured activity, work, and community life.


Known for her thorough and person-centred assessments, Elspeth brings both clinical rigour and genuine compassion to her work. She is passionate about enabling people to live their lives fully, with purpose, dignity and autonomy. Hazel Lee BSc (Hons) MCSP

Highly Specialist Paediatric Physiotherapist and Expert Witness

Hazel Lee is a highly specialist paediatric physiotherapist with over 25 years of experience in the assessment, treatment and management of children and young people with complex physical and neurological conditions. She has worked across NHS, independent, and medico-legal settings, bringing together clinical depth, a collaborative ethos, and a strong commitment to child-focused, evidence-based care.


Hazel has particular expertise in supporting children with cerebral palsy, acquired brain injury, neuromuscular disorders, complex orthopaedic trauma, and functional neurological conditions. She also has developed specialist knowledge in the assessment and management of ME/chronic fatigue syndrome in paediatrics. Her work integrates hands-on physiotherapy, family education, postural management, equipment provision and interdisciplinary planning.


Hazel provides expert witness services through Anne Cossar & Associates Ltd, delivering clear, objective and clinically robust reports in cases involving paediatric injury, trauma and rehabilitation. Her instructions have included both pursuer and defender work in Scotland and Northern Ireland. Her reports are aligned with current clinical guidelines and reflect a deep understanding of lifelong therapy needs.


In addition to her expert witness practice, Hazel continues to work independently through her practice, Success Physiotherapy, where she supports children and their families to achieve function, comfort and participation through tailored physiotherapy programmes.


Hazel is a member of the Chartered Society of Physiotherapy, the Association of Paediatric Chartered Physiotherapists, and the Medico-Legal Association of Chartered Physiotherapists. She is registered with the Health and Care Professions Council.

Specialist Neuro Occupational Therapist – Assistive Technology and Expert Witness

Julie King is an experienced and forward-thinking occupational therapist, lecturer, and care consultant with particular expertise in neurological rehabilitation and the application of assistive technology to support adults with complex physical and cognitive impairments. Her clinical career spans both NHS and independent sectors, with a strong foundation in brain injury rehabilitation, digital health innovation, and functional recovery.


Julie is regularly instructed as an expert witness by Anne Cossar & Associates Ltd, preparing robust, evidence-based care needs reports in cases involving neurological injury and complex disability. Her reporting is informed by over a decade of clinical practice and underpinned by a commitment to person-centred, outcomes-driven assessment.


In parallel with her expert witness work, Julie lectures in occupational therapy at Queen Margaret University, contributing to curriculum development, teaching, and the professional preparation of both undergraduate and postgraduate students. She also holds a key clinical role with Reach Brain Injury Rehabilitation, where she leads occupational therapy input for individuals with post-concussion syndrome and other neurological conditions, and consults on the integration of everyday digital technologies into rehabilitation pathways.


Julie previously held a pioneering role with the City of Edinburgh Council, leading the development of occupational therapy practice in digital and assistive technology. Her work in this area has been nationally recognised for its innovation and impact on person-centred rehabilitation.


Julie holds postgraduate qualifications in occupational therapy and health promotion, and is a certified Assistive Technology Practitioner. She is a licensed Talking Mats trainer and is registered with the Health and Care Professions Council and the Royal College of Occupational Therapists.


Sally Lofthouse BSc (Hons) OT

Paediatric Occupational Therapist, Case Manager and Care Consultant

Sally Lofthouse is a highly experienced paediatric occupational therapist and care consultant with over 25 years of clinical practice supporting children and families across acute, community, and specialist rehabilitation settings. Her expertise spans complex assessment, therapeutic planning, and long-term case management for children with significant physical, developmental, and neurological needs.


Sally has considerable experience in identifying and advising on accommodation needs, major housing adaptations, specialist equipment provision, and complex postural and manual handling requirements. She brings a child-centred, family-informed approach to all aspects of her work, ensuring that recommendations are both clinically robust and practically appropriate.


As an expert witness with Anne Cossar & Associates Ltd, Sally prepares medico-legal reports relating to children affected by cerebral palsy, traumatic brain injury, orthopaedic trauma, and spinal injury. Her work is informed by her ongoing clinical role with NHS Borders, where she provides occupational therapy assessment and intervention for children and young people from birth to 18 through the Child Health and Development service.


Sally’s broader experience includes perinatal mental health support, adult rapid assessment and discharge planning, and housing adaptation consultancy. This breadth of knowledge supports her ability to engage sensitively and effectively with families facing complex life circumstances.


She holds a BSc (Hons) in Occupational Therapy and has completed specialist training in neurological development, trauma-informed practice, environmental adaptation, and postural control.

Morven McLelland is a highly experienced occupational therapist, care consultant and case manager with over three decades of clinical, managerial, and consultancy experience across health and social care. She brings specialist expertise in rehabilitation, complex care planning, equipment and housing adaptation, moving and handling, and case coordination for adults with a range of conditions including brain injury, spinal cord injury, amputation, and complex orthopaedic trauma.


Morven is regularly instructed to prepare medico-legal reports for individuals affected by serious injury or long-term disability. Her assessments are clinically thorough, clearly reasoned, and tailored to reflect both current and future needs. She also provides case management services, including immediate needs assessments and the implementation of multidisciplinary rehabilitation and support packages.


Alongside her work with Anne Cossar & Associates Ltd, Morven continues to work within local government, where she has held a series of senior leadership roles. These include service development, clinical supervision, and team management across occupational therapy services within East Lothian Health and Social Care Partnership. Her experience spans both strategic oversight and frontline intervention.


Morven has also provided consultancy through The OT Practice and held previous specialist posts in London teaching hospitals and community rehabilitation teams. She has a strong track record in training delivery, postural and moving and handling risk assessment, and has completed a Postgraduate Certificate in Equine Facilitated Occupational Therapy.


She is a registered member of the Health and Care Professions Council and the Royal College of Occupational Therapists.

Kenny Johnstone is a highly experienced rehabilitation assistant with over two decades of practice supporting adults with complex and life-changing conditions, including acquired brain injury, spinal cord injury, limb loss, and severe mental health challenges. He brings a grounded, client-focused approach to rehabilitation, underpinned by a deep understanding of person-centred care and evidence-based practice.


Kenny plays an integral role in delivering day-to-day rehabilitation and care interventions, working closely with clients and under the guidance of case managers and clinical teams. He is skilled in building therapeutic rapport, fostering independence, and translating rehabilitation goals into practical, achievable actions.


Known for his reliability, insight and calm problem-solving, Kenny has extensive experience supporting individuals in their own homes and in community settings. He is adept in managing complex care routines, supporting therapy programmes, and enabling clients to participate meaningfully in daily life.


His practice is informed by a strong working knowledge of care models, risk awareness, and collaborative team working—making him a valued and trusted contributor to multidisciplinary rehabilitation teams.


Eleanor Catleugh DipOT, B.OT

Eleanor Catleugh is a highly experienced occupational therapist and care consultant with a career spanning over four decades in community-based rehabilitation, care assessment, and disability support. She specialises in working with adults and children affected by catastrophic injury, progressive neurological conditions, and complex physical disabilities, delivering expert clinical assessments and evidence-based recommendations.


Eleanor has particular expertise in manual handling risk assessment, housing adaptation, and specialist equipment provision, with a long-standing commitment to promoting safety, dignity, and independence in the home and community. Her practice is informed by significant leadership experience across health and social care, including clinical governance, service development, and multidisciplinary collaboration.


As a consultant with Anne Cossar & Associates Ltd, Eleanor prepares medico-legal reports for both pursuer and defender in personal injury and clinical negligence cases. These include comprehensive assessments of care, accommodation, and equipment needs, alongside specialist manual handling evaluations.


Throughout her career, Eleanor has held senior clinical and management roles within local authorities and specialist health services across Scotland and Canada. She has contributed to the development of regional equipment services, chaired multi-agency adaptation panels, and led projects to improve access to assistive technology and environmental control systems.


Eleanor is a registered member of the Health and Care Professions Council and holds dual qualifications in occupational therapy from the UK and Canada. Her work is consistently informed by clinical rigour, a person-centred ethos, and an enduring commitment to best practice.

Elspeth Lamb is Operations Director at Anne Cossar Associates Ltd, where she leads on the strategic and operational delivery of the business. With a focus on quality, governance, and service development, Elspeth ensures the organisation’s infrastructure, processes, and systems support the highest standards of clinical and professional practice.



Working closely with the Managing Director and senior clinical team, Elspeth oversees the day-to-day operations of the business, aligning ACA’s services with evolving client needs and sector expectations. Her role includes responsibility for operational planning, resource management, compliance, and service optimisation.

JIM IRVINE

Non Executive Director

Jim Irvine serves as Non-Executive Director at Anne Cossar Associates Ltd, bringing strategic insight and governance expertise drawn from a career in corporate leadership, professional services, and business development.


In his role at ACA, Jim provides independent oversight, constructive challenge, and strategic counsel to the senior leadership team. His focus includes supporting the organisation’s growth, ensuring robust corporate governance, and maintaining the highest standards of service delivery and ethical practice.
